I am thinking that petitions would be a great place to start, but it is going to take more than that. As a community organizer, you must do just that - organize the community. I think that a rally that is a multi-organizational effort would be a great way to go. Try to create a positive day of awareness. It is important that it has a positive tone. Don't focus on the topic of sex offenders specifically, but focus on the policies and statistical data to back your argument. I am not saying that the topic of sex offenders in not important, because it truly is. What I am saying is that the loop holes that the system currently has in place to protect the public should be challenged and held accountable first. Then, there should be focus on the methods of rehabilitation for these plagued individuals and the effectiveness of these programs.

There are a couple of ways to get a bill passed. It begins with the concept or idea which has to be drafted and presented to a governing commitee. If the committee approves it, then it is introduced to the floor. Now, a bill can be introduced in the house or in the senate. After the bill is presented, it must receive 2/3 of the votes to pass the legislative office in which it was initially introduced. In my case, that office would be the senate, then it would be passed to the house. There the house would vote and make their revisions. After that the bill would be passed back to the senate, were the senate would make any neccessary revisions and vote. It would then go to the governor for signature and approval, and any possible revisions. If the governor does not approve it, the bill must receive 2/3 votes for both the house and senate. If the governor decision is veto it will take in effect in 30 days.
